Located in London, it is the headquarters for Police and Security departments, also a fearsome prison for terrorists, political dissidents, enemy combatants etc., all held here without trial. They use Mournful Orbs to hold djinni prisoners. Bartimaeus was held here for a time by Jessica Whitwell, and it was thought to be escape-proof until Bartimaeus' escape. It has very high spirit activity, with many foliots and djinn able to be summoned swiftly on parade grounds.[1]
